From the articles, I gather that aid to Africa is not an increased priority, but Bush would love to make it seem so. I definitely wouldn't say he's above that sort of thing. He's proven to selfishly look out for his own well-being in the past, going so far as to start/drag out this nonsense war because it's in his best interest. When he starts hyping up media attention toward his factitious generosity toward a new oil source, it should indeed raise our suspicion.
References :
My humble opinion

The competition between the US and China over Africa’s oil is becoming very obvious to everyone. The question is who will win. Nigeria is the fifth largest supplier of our imported oil and Ghana’s recent oil discovery is of interest, to say the least.
References :
The Middle east is the 4th largest exporter of oil to the US, not the 1st.
We get most of our oil from Canada and Venezuela.

Bush is just trying to do something nice to be remembered for...it's all about the image now, and he doesn't want Iraq to be his legacy.
References :
I will say once again Bush's approval rating is over 80% in Africa. He did not get this rating looking for cheap oil. He got it because of all the good things he and congress have done in Africa. Because of the money we have given the nations of Africa they have fewer Aids cases and fewer Aids related deaths. Because of the money we have given nations of Africa they have fewer cases of Malaria. Because of the money we have given African nations the children of Africa are getting educated. Even Bono who works very hard for the people of Africa praises President Bush for his work in Africa. Africa has been a priority since the start of the President's first term in office.
References :
it is a competition with china, china is already in almost every oil-rich african country. nothing is done without a hidden agenda. we are moving towards another world wide crisis, just look around you
