No DC did not say no to fire booms. In 1994, a plan for such a disaster was developed. The govt failed to purchase the booms and have them on hand. They failed to be ready for their own plan!

obama called and said no fire. It's really obama fault! He waited 10 days and too late when hit the shore. Worst job handled comparing to Katrina.

have a tube inseted into the hole,with 4 rings attached to the top ,spaced out. hook onto the rings with a chain and have the chains connected to 4 mini subs. The subs then move in different directions, thereby closing the top of the tube. John H.
