ok so i own a house in North Dakota right next to the oil boom and in a place with over booked housing due to the oil field workers. i want to rent it out. what are the procedures to renting a house out? what do i have to do?
You ask a short question that requires a long answer.
1. Decide if you are going to rent it furnished or unfurnished.
2. Determine if you can make money. Take what you would get for rent and subtract the mortage, insurance, and the property taxes, vacancy (at least one month) and estimate the expenses to maintain the place and fix it up. Believe me something is always breaking.
3. Get a lease agreement and determine how long you want to lease it for. This will depend on how long you want to lease the property.
3b. I would paint the inside and clean it up and much as possible. The nicer the place the more likely you can pick the best tenants.
4. Advertise the property. I use craigslist.org (it is free but you need to post your add everyday to keep it at the top. Another source would be the local paper may.
5. Have the preson fill out an application, and do a credit check if possible. Make sure you get a copy of their SS card and drivers license. A question that helps to ask if "When I check your credit what will I find. Most people are honest but I have had one lady lie to me and when I checked her credit nothing came up. That was because she gave me a false SS# and I did not verify it against the card. When renting always get a months rent deposit. If someone can not come up with a months deposit then they will not be able to come up with the rent.
6. Also call other people that have houses list for rent and tell them what you are doing. Some of them will give you advise.

Depending on how you define wealth, possibly. What is likely is that some people who are very involved in the export industry have become very rich, thus widening the wealth gap, whilst others may still be comparatively poor… ultimately though, it is likely that everyone will have benefited some extend, for example the rich pay lots of tax which pays for public services which benefit other people as well.

Yes they closed most of the coal mines down, disaster!..Then they closed, most of the steel works down, house prices slumped, and then the young ones, left, for greener pastures, like London. But in the last few years they have helped us by bringing building work to the area?, all staffed by ,outsider’s. A brand new large hospital was built in my town, 7 years ago, they have already had talks about closing it some people, including the elderly having to make round trips, up to a Hundred miles!..We now live in a beautiful place, clean, gorgeous surrounding. bot no future for the kids!…

Is Dubai laundering the "missing" Iraqi oil?
According to news reports, there’s between 140,000 and 300,000 barrels of oil per day that are smuggled out of the country.
I know of only one company with the capability to move that large of a quantity. Dubai has seen an incredible income boom since we invaded and started our occupation of Iraq.
Is Cheney’s company doing this?

I agree completely with my refactored statement. lol.
Ethanol is promising, also various hybrid engines are helpful. If governments weren’t so reliant on the taxes on gasoline (that’s right, I said it) and the sellers of it weren’t so greedy, I suspect we already could have converted much of our technology to electric or solar. Also, hydrogen could be used if a better way to utilize it was found.
The only way we could have a balanced ecosystem in space would be to find places where the raw materials we need (minerals, metals, etc) were readily available, or else all the materials we need will be coming off of Earth, and supplies are limited here.
I think on of the main problems standing in the way of us as a planet converting to better energy sources then this are red tape, and overall, greed. If people weren’t so set on squeezing money out of the industry (it was only a few years ago oil was $30 a barrel) engines with a higher efficiency could have been in cars and equipment for decades probably. Car engines currently only use about %10 of the gasoline, the rest is wasted. But how would companies make the money if you only needed a 3 gallon tank?
