Why do I hear a boom from my speakers when I turn on my PC?

I have come across several PCs and some of them simply seem to produce a moderate boom through the speakers whenever I turn them on. My main PC does not do that but my mediaPC does that and it gets both irritating and scary at times, especially when I least expect it. Is there anyway to turn it off?

It’s power surge. Normally will occur during power up.

Turn off the volume of the speakers before you turn on the PC.
If your speakers power are tapped from another power socket, turn on the speaker only after the PC is on.
